Se trata del primer decreto-ley emitido por el presidente socialista Hugo Chávez bajo la ley habilitante aprobada el mes pasado por la Asamblea Nacional, y que permite al mandatario legislar por decreto durante 18 meses.
La medida de Chávez aparece en medio de problemas de escasez de alimentos como los granos y las carnes rojas, que según el gobierno se deben al acaparamiento y la especulación.
Los comerciantes sostienen que el desabastecimiento se debe a los controles de precios impuestos por el gobierno desde el 2003.
